Jury deems city not liable in Philadelphia wrongful death

Philadelphia – A federal civil jury has awarded more than $4.7 million in damages to the family of a man killed by a police officer, but deemed the city of Philadelphia not liable for monetary damages in the case. As reported by CBS, the jury found that off-duty officer Frank Tepper was responsible for the death of William Panas Jr. in 2009, but the city was found to not be responsible for violating his civil rights.

The jury did find the police department to have exhibited a “pattern of indifference” to misconduct by Tepper over an extended period, but did not attribute it to the murder of Panas.

Tepper reportedly received a life sentence for the murder.
