Toner is no stranger to the judicial system.

According to the December PBC decision, in April 2015, when he was asked to take the teenager to another location, he was taking drugs with a family member and a 15-year-old girl.

The two stopped, and when she refused the toner treatment, he gave her more medicine until she lost the ability to work.

Then he raped her.

In the victim impact statement at the sentencing hearing where Toner was convicted, the girl’s mother wrote that the toner crime had broken the family. She said that his behavior will “affect” her daughter for the rest of her life.

Afraid of breaking up

Brenda’s parents never heard of toner until he became an interested person and then a suspect in her murder.
