Sacramento Child Abuse: Teen Chained to Kitchen Table for Days; Parents Arrested

Sacramento, CA—A cruel case of a child abuse was reported after a 13-year-old boy was found wandering the streets with chains dangling from his neck and ankles. The teen managed to escape while his father and stepmother were out gambling on Friday July 30, 2010, as reported by CBS 13.

The 13-year-old boy was found asking neighbors for help and chain cutters on the 7300 block of Winnett Way around 10:00 p.m.

The unidentified boy was still shackled with a chain padlock around his neck and ankles, which were used to keep him chained to the kitchen table.

The alleged victim told police officers that he was chained up on Wednesday by his father, who was identified as John Vang, 40, and stepmother, Thong Vue, 24.

When his father and stepmother left to go gambling on Friday, he managed to escape with a key he had hidden.

Sacramento police said that Vang “chained his ankles, secured them with padlocks and then chained him to the kitchen table.”

The victim also claimed that his father had hit him while he was unable to defend himself.

The boy was reportedly in good condition when he was found.

Vang and Vue were found by police officers and were charged with false imprisonment and cruelty to a child.
